This chapter may be cited as the city traffic ordinance.

For the purpose of this chapter, the following definitions shall apply, unless the context clearly indicates or requires a different meaning:
Alley.
Any street as defined in this section having no legal or official name other than alley of 20 feet or less in width.
Curbline.
The boundary of that portion of any street which is improved, designed or ordinarily used for vehicular traffic.
Legal holidays.
The following days: New Year’s Day, Memorial Day, Independence Day, Labor Day, Veterans’ Day, Thanksgiving Day, Christmas Day and such other holidays officially designated by the city council.
Operator.
Any person in control of or assuming control of a vehicle or railroad train.
Park or parked.
Standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading.
Parking meter.
A mechanical device installed for the purpose of regulation and control of limiting the time of parking of vehicles upon the public streets.
Standing.
Any stopping of a vehicle, whether occupied or not.
Traffic.
Pedestrians, riders of animals and drivers of vehicles while using any street for the purpose of travel.
Vehicle.
Every device in, upon or by which any person or property is or may be transported or drawn upon a street, except devices moved by human power.

Whoever violates any provision of this traffic code, where no penalty is otherwise provided, shall be fined not to exceed $500.00; provided, however, that no penalty shall be greater or less than the penalty provided for the same or a similar offense under the laws of the state.

Except where otherwise provided in this chapter, all the provisions of the laws of the state relating to the regulation of pedestrian and motor traffic shall, insofar as applicable, be the law of the city upon the same subjects.

Nothing in this code or the ordinance adopting this code shall affect any ordinance of the city prescribing traffic regulations on specific streets or highways in the city, such as, but not limited to, ordinances establishing areas or spaces where parking is prohibited or limited or parking meter zones, or designating one-way streets or alleys or intersections for the control of traffic by signs or signals, and all such ordinances are hereby recognized as continuing in full force and effect to the same extent as if set out at length in this code.
