(a) 
Dumpsters to be provided by city.
Commercial dumpsters will be provided by the city’s solid waste department.
(b) 
Fees.
Fees shall be as set forth in the fee schedule.
(c) 
Collection rates.
Rates for servicing the containers shall be per cubic yard, and shall be covered by division 2 of this article.
(d) 
Maintenance and repair.
The solid waste department will maintain and repair dumpsters under normal conditions. Charges for repairs made due to deliberate abuse of the container by the customer will be the responsibility of the customer, and charges will be based on the actual cost of repair.

(a) 
Customers shall provide a site for their container that is readily accessible by collection vehicles on the establishment’s property. Maintenance of this site, together with the approach, shall be the responsibility of the owner. The city will not be responsible for damage to drives, parking lots, or other sites.
(b) 
Refuse containers shall not block roads or street rights-of-way, drainage ditches, or traffic or sight triangles at intersections.
(c) 
Overhead clearance of the refuse container area shall be as necessary to facilitate dumping.
(d) 
All new commercial facilities that require dumpsters must provide a three-sided enclosed area for the dumpster, as per the city standard, exhibit A attached to Ordinance 3795.
(e) 
Dumpster enclosures shall be sized with dimensions per exhibit A attached to Ordinance 3795.
(f) 
New businesses moving into existing buildings with dumpster enclosures are required to bring enclosures up to departmental specifications.
(g) 
Enclosures with gates must have gate stops to secure open gates. Claims for damages to any enclosures caused by the solid waste services department will not be considered unless enclosures are built to departmental specifications.

It shall be the owner’s or occupant’s duty to place all refuse inside containers. There should be no accumulation on top of lids or around containers. Lids and doors should be kept closed at all times except when being filled. Nothing should be placed in containers that would extend from any opening.

(a) 
It shall be considered an offense for any item to be placed in dumpsters that, because of size, weight, or any other physical property, could cause damage to the collection vehicle. These items include, but are not limited to, any one item over three feet in any dimension, any one item in excess of 50 pounds, any concrete, bricks, dirt, blocks, or other earthen material, boards (over three feet long), pallets, timbers, and the like. These items shall be placed in a roll-off container for disposal.
(b) 
Tires will not be accepted. If tires are collected undetected, the customer will be charged as provided in the fee schedule.
(c) 
Persons, businesses, or other entities placing such items in containers for collection will be required to remove these items before collection can take place.

If any of the regulations and provisions contained herein is not adhered to, the city retains the right to refuse service to that container and/or customer.

(a) 
The city will provide service of roll-off containers at the rate prescribed herein. Customers may provide a container that is compatible with the city roll-off collection vehicles. These containers will be maintained by the owner to adequately insure the safety of the city, its personnel and equipment, and the public.
(b) 
These containers should only be loaded to the point that they can be tarped and hauled without loss of refuse along roadways.
(c) 
Compactor type roll-off containers should be serviced often enough to insure that their weight does not cause damage to the city’s equipment or create unsafe hauling conditions. Compactors that require special handling will be charged for five yards extra.
(d) 
If any of these conditions exist or persist, the city could suggest alternatives or refuse service until the situation is corrected.

All rental properties and apartment complexes are considered commercial businesses. Any junk items placed out for collection must have a work order. The property owner or the complex manager must call in all work orders. Such businesses will receive one free pickup per year. All work orders after that will be accompanied by a service charge as provided in the fee schedule. Businesses shall provide a site readily accessible by collection vehicles.
