(a) 
General prohibitions.
(1) 
No user shall introduce or cause to be introduced into the POTW any pollutant or wastewater which causes pass through or interference. These general prohibitions apply to all users of the POTW whether or not they are subject to categorical pretreatment standards or any other national, state, or local pretreatment standards or requirements.
(2) 
Direct discharges:
(A) 
Discharge into waters of the United States or the state.
No person or industrial user shall discharge or cause to be discharged any prohibited or specifically limited pollutant into any storm water drain, gutter, stream, or natural or manmade outlet or otherwise cause a discharge of pollutants into the waters of the United States or the state unless such discharge has been specifically reviewed and approved by the appropriate local, state, and/or federal agency. Documentation of approval for direct discharges shall be filed with the control authority.
(B) 
Discharges onto public or private property.
No person or industrial user shall deposit or discharge any wastewater, industrial waste, industrial product or by-product, or liquid or solid pollutant onto public or private property or street or adjacent to any natural outlet, natural watercourse, storm sewer, gutter, drainage ditch, or other area within the jurisdiction of the city. Introducing pollutants to the water of the United States caused by runoff or washing, whether accidental or intentional, is strictly prohibited.
(b) 
Specific prohibitions.
No user shall introduce or cause to be introduced into the POTW the following pollutants, substances, or wastewater:
(1) 
Pollutants which create a fire or explosive hazard in the POTW, including, but not limited to, waste streams with a closed-cup flashpoint of less than 140°F (60°C) using the test methods specified in 40 CFR 261.21;
(2) 
Wastewater having a pH less than 5.0 standard units (s.u.) or more than 10 s.u., or otherwise causing corrosive structural damage to the POTW or equipment; Wastewater discharges having a pH less than 5.0 s.u. or more than 10 s.u. will be allowed by special permit only;
(3) 
Wastewater introduced by waste haulers having a pH less than 5.0 s.u. or more than 10.0 s.u.;
(4) 
Solid or viscous substances in amounts which will cause obstruction of the flow in the POTW resulting in interference but in no case solids greater than 0.5 inch(es) (0.5") or 1.3 centimeter(s) (1.3 cm) in any dimension;
(5) 
Pollutants, including oxygen-demanding pollutants (BOD, etc.), released in a discharge at a flow rate and/or pollutant concentration which, either singly or by interaction with other pollutants, will cause interference with the POTW;
(6) 
Wastewater having a temperature greater than 180°F (80°C), or which will inhibit biological activity in the treatment plant resulting in interference, but in no case wastewater that causes the temperature at the introduction into the treatment plant to exceed 104°F (40°C);
(7) 
Petroleum oil, non-biodegradable cutting oil, or products of mineral oil origin, in amounts that will cause interference or pass through;
(8) 
Pollutants which result in the presence of toxic gases, vapors, or fumes within the POTW in a quantity that may cause acute worker health and safety problems;
(9) 
Trucked or hauled pollutants, except at discharge points designated by the city manager in accordance with section 13.05.064;
(10) 
Noxious or malodorous liquids, gases, solids, or other wastewater which, either singly or by interaction with other wastes, are sufficient to create a public nuisance or a hazard to life, or to prevent entry into the sewers for maintenance or repair;
(11) 
Wastewater which imparts color which cannot be removed by the treatment process, such as, but not limited to, dye wastes and vegetable tanning solutions, which consequently imparts color to the treatment plant’s effluent thereby violating the city’s TPDES permit;
(12) 
Wastewater containing any radioactive wastes or isotopes except in compliance with applicable state or federal regulations;
(13) 
Storm water, surface water, artesian well water, roof runoff, subsurface drainage, swimming pool drainage, condensate, deionized water, non-contact cooling water, and unpolluted wastewater, unless specifically authorized by the city manager;
(14) 
Sludges, screenings, or other residues from the pretreatment of industrial wastes;
(15) 
Medical wastes, except as specifically authorized by the city manager in a wastewater discharge permit;
(16) 
Wastewater causing, alone or in conjunction with other sources, the treatment plant’s effluent to fail a toxicity test;
(17) 
Detergents, surface-active agents, or other substances which may cause excessive foaming in the POTW;
(18) 
Wastewater discharges above 100mg/l of oil and grease will be allowed by special permit only;
(19) 
Wastewater causing two readings on an explosion hazard meter at the point of discharge into the POTW, or at any point in the POTW, of more than 25 percent (25%) or any single reading over 75 percent (75%) of the lower explosive limit of the meter.
(c) 
Pollutants, substances, or wastewater prohibited by this section shall not be processed or stored in such a manner that they could be discharged to the POTW.

The categorical pretreatment standards found at 40 CFR chapter I, subchapter N, parts 405471 are hereby incorporated.
(1) 
Where a categorical pretreatment standard is expressed only in terms of either the mass or the concentration of a pollutant in wastewater, the city manager may impose equivalent concentration or mass limits in accordance with 40 CFR 403.6(c).
(2) 
When wastewater subject to a categorical pretreatment standard is mixed with wastewater not regulated by the same standard at the designated compliance monitoring, the city manager shall impose an alternate limit using the combined waste stream formula in 40 CFR 403.6(e).
(3) 
A user may obtain a variance from a categorical pretreatment standard if the user can prove, pursuant to the procedural and substantive provisions in 40 CFR 403.13, that factors relating to its discharge are fundamentally different from the factors considered by EPA when developing the categorical pretreatment standard.
(4) 
A user may obtain a net gross adjustment to a categorical standard in accordance with 40 CFR 403.15.

(a) 
The city pursuant to 40 CFR section 403.8 shall develop and enforce specific pollutant limitations in order to implement the prohibitions in 40 CFR section 403.5(a)(1), (b). These specific pollutant limits are developed to protect against pass through, interference, and sludge contamination.
(b) 
These pollutant limits are allocated to industrial users discharging wastewater into the city’s sewer system as follows:
(1) 
Industrial contributory flow pollutant limitations.
(A) 
Industrial users that discharge these pollutants above the industrial contributory screening limits will be evaluated by the city to determine if a wastewater discharge permit will be issued. These pollutants include:
(i) 
Arsenic;
(ii) 
Cadmium;
(iii) 
Chromium;
(iv) 
Copper;
(v) 
Cyanide;
(vi) 
Lead;
(vii) 
Molybdenum;
(viii) 
Nickel;
(ix) 
Selenium;
(x) 
Silver; and
(xi) 
Zinc.
(B) 
These pollutants shall be analyzed and reported as “total” pollutants unless otherwise specified.
(C) 
Only those contributing industrial users that are issued wastewater discharge permits and discharge these specific pollutants at levels above the industrial contributory screening limit, will be given an allocation of these pollutants. All other industrial users discharging these pollutants must not exceed the industrial contributory screening limit, or must comply with requirements specified in subsection (b)(3) below.
(D) 
These specific pollutant limitations will be established in the industrial user’s wastewater discharge permit.
(E) 
Should the number of contributing users change, either by addition or deletion of industrial users or, should the contributing industrial user discharge of these specific pollutants change significantly, then the city will determine whether a reallocation of these pollutants will be necessary.
(F) 
These specific pollutant limits will apply at the point where the industrial user’s wastewater is discharged to the POTW.
(2) 
Uniform concentration pollutant limitations.
(A) 
All industrial users must comply with these uniform concentration limits as follows:
Mercury-0.0004 mg/l
(B) 
This pollutant shall be analyzed and reported as “total” pollutant unless otherwise specified.
(C) 
This specific pollutant limitation will be established in the wastewater discharge permit for all permitted industrial users.
(D) 
All other industrial users will be required to comply with this specific pollutant limitation from this section.
(E) 
Any exceedance of these specific pollutant limitations shall constitute a violation of this article, regardless whether or not the industrial user is permitted.
(F) 
These specific pollutants will apply at the point where the industrial user’s wastewater is discharged to the POTW.
(3) 
Industrial contributory screening limit.
(A) 
These specific pollutant limitations will apply to all non-contributing industrial users. If the industrial user has not met the requirements in the subsection (b)(1), then the industrial user must comply with the screening limits, which are monthly average limits, listed as follows:
(i) 
Arsenic - 0.010 mg/l
(ii) 
Cadmium - 0.001 mg/l
(iii) 
Chromium - 0.010 mg/l
(iv) 
Copper - 0.084 mg/l
(v) 
Cyanide - 0.020 mg/l
(vi) 
Lead - 0.010 mg/l
(vii) 
Molybdenum - 0.010 mg/l
(viii) 
Nickel - 0.025 mg/l
(ix) 
Selenium - 0.010 mg/l
(x) 
Silver - 0.010 mg/l
(xi) 
Zinc - 0.300 mg/l
(B) 
These pollutants shall be analyzed and reported as “total” pollutants unless otherwise specified.

The city reserves the right to establish, by ordinance or in wastewater discharge permits, more stringent standards or requirements on discharges to the POTW.

No user shall ever increase the use of process water, or in any way attempt to dilute a discharge as a partial or complete substitute for adequate treatment to achieve compliance with a discharge limitation unless expressly authorized by an applicable pretreatment standard or requirement. The city manager may impose mass limitations on users who are using dilution to meet applicable pretreatment standards or requirements, or in other cases when the imposition of mass limitations is appropriate.
