This division is and shall be deemed an exercise of the police power vested by law in the city, for the public safety, comfort, convenience and protection of the city and citizens of the city, and all of the provisions hereof shall be construed for the accomplishment of that purpose.

Curfew.
A regulation enjoining the presence of one or more persons from a stated public place of assembly at stated hours, and defining the time period during which it is in effect.

Any person convicted of a violation of any provisions of this division shall be deemed guilty of a misdemeanor and upon conviction shall be fined as provided in section 1.01.009 for each separate violation.

It shall hereafter be unlawful for any person to enter upon the premises of or to be within the boundaries of the city park known as O. J. Thomas Park (the same being situated between West 7th and West 8th Streets and fronting on M. L. King, Jr. Avenue in the city) between the hours of 8:00 p.m. CST and 8:00 a.m. CST, on any day of the week and for any purpose whatsoever.

(a) 
The act of any person being upon the premises or within the boundaries of O. J. Thomas Park during the curfew period is hereby declared to be a public nuisance, and, as such nuisance, punishable as a misdemeanor offense.
(b) 
The chief of police of the city, and all police officers of the city, when on duty, are instructed and directed to suppress and abate any such nuisance by taking into custody any person or persons found by them to be on the premises or within the boundaries of said park during the hours of such curfew.
