The charges and fees contained below are hereby adopted. The provisions of this article shall apply to all persons, customers, and property served by the utility service. This appendix shall apply to all persons using utility services of the city and all persons who may use the Civic Center, baseball park, and cemetery. No utility service customer or person, business, corporation, or association using the Civic Center, baseball park, or cemetery may refuse to pay the charges herein adopted in any manner contrary to any provision of this appendix.
