It shall be unlawful for any person, firm or corporation to drive and operate a motor vehicle upon a public highway or street in a willful or wanton manner in disregard to the right or safety of others.

It shall be unlawful for any person, firm or corporation to back a motor vehicle upon a public highway or street into an intersection or over a crosswalk or for a distance of more than 25 feet, and then only when such movement can be made with safety.

(a) 
It shall be unlawful for any person, firm or corporation to drive and operate or allow any person to drive or operate a motor vehicle owned by such person, firm or corporation, upon or across a grassed or landscaped area owned or maintained by the city of sundown, Texas or the Sundown Independent School District.
(b) 
Section 12.301 of this article shall not apply to the operation of emergency vehicles or maintenance vehicles used to maintain such grassed or landscaped area.
