The owner and/or the occupant and/or the tenant of any property within Douglass Township, Montgomery County, Pennsylvania, shall remove snow and/or ice from sidewalks of such properties abutting upon roads, streets or alleys within 12 hours of daylight after any snow has ceased to fall or ice to form. The snow or ice shall be removed so that a path shall be cleared for the full width of the sidewalk, in case of any sidewalk of three feet or less in width, and so that a path of at least three feet in width shall be cleared on all sidewalks wider than three feet. The snow and ice removed shall not be placed in the gutter or in the roadway of any road, street or alley.

No person shall place or deposit in a Township roadway or on public property, snow, dirt, leaves, mud, ice or other such material. Any person who violates this section by placing such materials in a Township roadway or on public property shall, in addition to the penalties set forth in § 226-9, be assessed the cost of removal incurred by the Township.
In case of neglect or refusal of any owner, occupant, or tenant to comply with the requirements of this article, such snow and/or ice may be removed by agents or employees of the Township designated for that purpose, and the cost of such removal with an additional penalty of 10% shall be collected from the defaulting owner, occupant or tenant as a municipal claim by due process of law.

Any person, firm or corporation who shall violate any provision of this article, upon conviction thereof in an action brought before a Magisterial District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this article continues or each section of this article which shall be found to have been violated shall constitute a separate offense.
