In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in § 249-59 of this chapter, the Board of Supervisors, in its discretion, may declare a snow and ice emergency (designated in this article as a "snow emergency"). Information on the existence of a snow emergency shall be given by the Township through radio, newspaper, or other available media, and information on the termination of the emergency may be given by use of the same media.
After any snow emergency is declared, it shall be unlawful, at any time during the continuance of the emergency, for any person:

If, at any time during the snow emergency declared under § 249-57 of this chapter, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that a person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of not more than $15 and costs.
B.
If, at any time during a period of snow emergency declared under § 249-57 of this chapter, a person shall drive a motor vehicle upon a snow emergency route, without having that vehicle equipped with snow tires or chains, that person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of $25 and costs.

A.
Parking prohibited on Township roadways upon accumulation of snow. No vehicles shall be permitted to stand or park upon any Township roadway and shall be removed therefrom until the roadway is plowed, following the accumulation of two or more inches of snow and/or ice during a single or multiple weather events.
B.
Removal of unlawfully parked vehicles; payment of towing and storage.
(1)
Any vehicle parked in violation of this section shall be removed from the Township roadway to the owner's property or a place of safety or storage as determined by the Township, upon notice by any authorized road department employee or other Township personnel, such notice to be placed on any such vehicle in violation.
(2)
Following notice of violation, any such vehicle in violation of this ordinance shall be removed to the owner's property or other designated location as determined by the Township within 30 minutes.
(3)
Should the vehicle not be removed within 30 minutes after due notice, the Township is authorized to remove the vehicle from the roadway by towing and storage. Any costs incurred for the towing or storage of any vehicle removed from the Township roadways pursuant to this section are the responsibility of the owner of the vehicle.[1]
C.
Notice and violation.
(1)
Should a vehicle in violation of this section not be removed within 30 minutes of notice, the violation shall be referred to the Douglass Township Police Department, to be prosecuted under § 249-61C(2), below.
(2)
Upon observation or notice, Douglass Township police officers are authorized to issue citations for violations of any provisions of this section.
