The city council shall be composed of a mayor and six (6) councilmembers. The terms of the mayor and councilmembers shall be for two (2) years. The mayor shall be elected at large, and two (2) councilmembers shall be elected from each of three (3) wards herein established. Each councilmember must reside within the ward from which the councilmember is elected. The mayor shall be elected in even-numbered years. One (1) councilmember from each ward shall be elected in even-numbered years and one (1) councilmember from each ward shall be elected in odd-numbered years. The mayor shall be the presiding officer of the city council. At the first meeting of each new city council, or as soon thereafter as practicable, the city council shall elect one (1) councilmember to serve as mayor pro tempore for a term of one (1) year and to perform the duties of the mayor in the event of the mayor’s failure, inability, or refusal to act. The mayor shall only be allowed to vote in case of a tie vote on any matter, except one relating to an election.

(a) 
Regular meetings.
The regular city council meetings shall be held on the third Monday of every month at 6:30 p.m.
(b) 
Special meetings.
The mayor may call a special meeting on the mayor’s own motion and shall call a special meeting on the application of three aldermen. Each member of the governing body, the secretary, and the municipal attorney must be notified of the special meeting. The notice may be given personally or left at the person’s usual place of residence.
(c) 
Location of meeting; cancellation or rescheduling of a meeting.
(1) 
The regular location of each regular city council meeting shall be held at the D. Brown Memorial Library at 203 N. 2nd Street, Rosebud, Texas 76570, or at any other location within the city as designated in accordance with the Texas Open Meetings Act.
(2) 
The city council may cancel or reschedule any regular or special meeting as deemed appropriate or necessary by the city council.

(a) 
Pursuant to the powers conferred upon the city council by the laws of the state, the city council does hereby adopt the redistricting plan, as identified and described in the exhibits attached to Ordinance 11-08-04 AMD adopted November 15, 2004, to change the boundaries of the municipal precincts:
(1) 
Exhibit A: Map of adopted municipal precinct boundaries and polling places.
(2) 
Exhibit B: Rosebud City Plan 3 Demographics.
The aforementioned exhibits A and B are expressly incorporated herein by reference.
(b) 
This ordinance and the specific plan of redistricting, as set forth herein, shall become effective upon preclearance by the Attorney General of the United States of America as required by section 5 of the Voting Rights Act of 1965, as amended, to be implemented in the municipal elections of May, 2005.
