(a) 
Mission.
The mission of the library is to promote and provide free library services in order to open welcoming doors to a world of ideas and to provide reliable information and resources, thereby enhancing the economic, social, and cultural vitality of the city and the surrounding communities.

Purpose.
The purpose of the library is to give the members of the community access to material that can improve and inspire their minds, broaden their lives, and help fulfill their cultural, intellectual, and recreational needs.

(a) 
Authority and responsibilities of city council.
(1) 
The final responsibility and control of the library shall rest with the city council. The city council herein delegates its supervisory authority to the city administrator, but in so doing does not abrogate its position of final authority in all matters concerning the library.
(2) 
It is the responsibility of the city council to:
(A) 
Approve the job description and the performance evaluation of the city librarian.
(B) 
Approve the annual budget for the library.
(b) 
Authority and responsibilities of city administrator.
The city administrator has the responsibility and the authority to hire, evaluate, or terminate the employment of the city librarian. The city administrator is the immediate supervisor of the librarian.
(c) 
City librarian.
The city librarian shall be the director of the library with responsibility for and authority over all aspects of the library operation. The specific duties of the city librarian are those delineated in the job description for the city librarian as approved by the city council.

(a) 
Hours.
The library shall be open to the public a minimum of twenty-five (25) hours per week or not less than that required by the state library and archives commission to be fully accredited.
(b) 
Membership.
The library is open to all who desire to use it in accordance with the rules and regulations of the library. A library card is required to check out materials from the library. Library cards are to be issued free of charge to all who apply for one.
(c) 
Policies and procedures.
The operational policies and procedures of the library shall be in accordance with the requirements set forth by the state archives commission and by the city council.
(d) 
Maintenance.
The maintenance of the library and its grounds is the responsibility of the city. Significant alterations to the facility must receive the prior approval of the city council.

(a) 
Finances.
The financial responsibility for the library rests with the city as represented by the city council. It is the responsibility of the city librarian to recommend an annual library budget to the city administrator, and to stay within the confines of the budget approved by the city council. Expenditure of city funds in excess of budgeted amounts must receive prior approval from the city administrator.
(b) 
Fundraising.
The public raising of funds for the support of the library is strongly encouraged. All funds raised by the city or its employees, whether raised through grants, book sales, private donations or any other such activities, shall be deposited with the city and shall be used for and by the library. Public gifts of money, materials, or services to the library, upon receipt by the library, shall become the property of the city. The city council retains the authority to accept or reject public gifts to the library as they may deem appropriate.

Relationship to city.
The city recognizes the invaluable contribution of the WSC to the intellectual and cultural betterment of the community through its founding and continuing support of the library. The library exists today as a testament to the persistent effort of the many dedicated WSC members over a period of sixty-five years. It is the desire of the city that the support of the library by the WSC be recognized, encouraged, and continued, and to this end, pledges its support to the WSC.
(b) 
Relationship to library.
The WSC exists as a not-for-profit corporation whose primary purpose is to support the library in all its endeavors. In the furtherance of its purpose, the WSC accepted the responsibility of registering the library with the state and accepted partial responsibility for the facility maintenance of the library. Henceforth, the WSC relinquishes these responsibilities to the city. As a consequence, fees from the rental of the community room, currently going to the WSC, will revert to the city in order to help offset the city’s increased financial responsibility. The historical right of the WSC to the free use of the library’s community room and kitchen for its regularly scheduled monthly meetings is hereby reaffirmed.
(c) 
Access to Memorial Room.
The WSC has access to the Memorial Room for meeting space and for the purpose of maintaining the historical integrity of the room. WSC may add additional memorabilia as deemed appropriate by WSC.
(d) 
Ownership of memorabilia and historical items.
(1) 
All existing memorabilia is the property of the Wednesday Study Club. Future donations to the WSC remain the property of the WSC. Donors who choose to donate directly to the library may do so, and these items become the property of the city.
(2) 
In the event that the membership of the Wednesday Study Club drops below 7 (seven) members and/or the WSC disbands, the city will assume ownership of all memorabilia. To that end, the Wednesday Study Club will revise their bylaws to state that the city will assume ownership of the memorabilia should the club disband or drop below 7 (seven) members. Passage of this section is contingent upon acceptable changes being made to the Wednesday Study Club bylaws.
(e) 
Material on loan.
The Wednesday Study Club may accept items on loan to be displayed in the Memorial Room. Loans of material shall be in writing and specify the duration of the loan. WSC has the authority to display loaned items in the Memorial Room.
(f) 
Changes to Memorial Room.
The WSC may rearrange displays in the Memorial Room at their pleasure. The WSC shall not make any changes to the structural integrity of the Memorial Room or remove any fixed items or items owned by the library.
(g) 
Public access to Memorial Room.
During business hours, the Memorial Room shall be open to the public for all to enjoy. The doors into the Memorial Room and the outside exit door of the Memorial Room shall remain unlocked during business hours for safety reasons. The librarian and city administrator shall have possession of keys to the Memorial Room.

The following rules are hereby established for operation of the D. Brown Library:
(1) 
Scheduling of functions.
All functions to be held in the library should be arranged, as to date and time, with the librarian. Functions are scheduled on a first-come basis, and dates should be requested as far in advance as possible.
(2) 
Rental fees.
Rental fees are set depending on the size of the function and should be paid in advance to the librarian.
(3) 
Keys to library building.
The building key should be obtained from city hall before the function and returned immediately after the function. If returned after office hours, the key may be deposited in the drop slot in the office door. Also, if necessary, a key may be secured from the librarian, but should be returned promptly.
(4) 
Kitchen facilities.
(A) 
The kitchen and all appliances and equipment should be left clean after every use.
(B) 
The silver, crystal and tablecloths are under lock and key, which must be obtained from the librarian.
(5) 
Tables and chairs.
The renter may arrange the tables and chairs as desired, but is responsible for setting up additional tables if they are required and for restoring the library to its proper condition.
(6) 
Piano.
The piano should be treated with care, and children should not be allowed to use it without permission.
(7) 
Closing the building.
Particular attention should be given in closing the library, when leaving, to insure that all windows in the building are closed, that all lights are out, and that the heat control on the north wall is turned off.
