The term “motor and other vehicles” as used in this article shall be held to include automobiles, trucks, vans, tractors, buses, trailers and wagons. By the terms “park” and “parking” as used in this article is meant the stopping and remaining stationary of any motor or other vehicle within the classes above referred to for longer than two minutes at a time, whether occupied or unoccupied by the driver, owner or some other occupant.

It shall be unlawful for the driver or person or persons in control of any motor or other vehicle to park such motor or other vehicle in such position as to block any alley within the city, except where such parking is necessary for loading or unloading such vehicle.

It shall be unlawful for any person or persons driving or in control of any motor or other vehicle to stop or park same at any point where such parking is prohibited by signs erected for such purpose, at points designated as loading zones except for the purpose of loading or unloading, or at points where signs restrict parking to certain hours except within the hours designated.

(a) 
It shall be unlawful for any person to stop or park or permit to be stopped or parked upon any of the streets or alleys of the city any motor vehicle for the purpose of storage, display or exhibition for sale or trade.
(b) 
It shall be unlawful for any person to repair or cause to be repaired any motor vehicle or accessories thereon or attached thereto while the same may be standing or stopped upon any streets, highways, or alleys of the city, provided that this section shall not apply to emergency repair for the purpose of removing same off of the public streets and alleys.

Any downtown merchant in the city may establish, in accordance with V.T.C.A., Transportation Code, chapter 681, up to two (2) suitable parking spaces directly in front of said merchant’s store front for the exclusive use of motor vehicles transporting persons who are disabled as defined in such statute. Unauthorized use of such designated parking spaces or areas shall be penalized as provided by the aforesaid V.T.C.A., Transportation Code, chapter 681.

The city hereby authorizes the chief of police to regulate parking of motor vehicles on private property as authorized by section 601.001, Local Government Code, V.T.C.A. The regulations shall be enforced in the same manner as parking in public no-parking zones, including impoundment of offending vehicles. For the purpose of this section, private property is defined as a public lot, garage, or any other structure or accommodation for the parking of motor vehicles off the street or highway.

(a) 
Definition.
Park or parking.
To park an occupied or unoccupied vehicle other than temporarily while loading or unloading merchandise or passengers.
(b) 
Parking restrictions.
(1) 
Parking in residential areas is hereby prohibited for semi-trucks.
(2) 
Vehicles that have more than a single axle and exceed a gross vehicle weight of 20,000 pounds may park along SH 77 from the intersection of FM 1963 both north and south to the city limits and along FM 1963 from the intersection of SH 77 both east and west to the city limits for a period of time not to exceed 2 hours.
(c) 
Penalty.
Penalties for those found guilty of violating this section by a court of competent jurisdiction shall be fined in accordance with the general penalty provided in section 1.01.009 of this code.

Three (3) parking spaces directly in front of the Rosebud Senior Citizens Center shall be restricted for the Center’s use. The spaces shall be restricted from 9:00 a.m. to 12:00 p.m. each weekday.

A “no parking” zone is hereby established along the southbound lane of SH 77 from the intersection of Rowena Street 600 feet to the south.
(b) 
Penalty.
Those found to be guilty of violating this section by a court of competent jurisdiction shall be fined in accordance with the general penalty provided in section 1.01.009 of this code.
