A.
Purpose. The purpose of this Section is to regulate privately owned property, dwelling unit, or portion thereof used as short-term rental units and minimize any potential negative effects of said units on surrounding residential neighborhoods.
B.
Procedure. A short-term rental permit is an annual administrative process outlined herein. A short-term rental permit shall not be issued or renewed unless the application meets all requirements established in this Article.
C.
Applicability Of Permit.

A short-term rental permit is a permit issued to the individual applying for the rental permit. As such, said permit shall not run with property, but shall be personal unto the applicant. Applicants shall not have the right to assign, transfer, barter or sell said short-term rental permit and said permit shall terminate upon any transfer of the property by the applicant including by sale or lease.

Within thirty (30) days of a change of property ownership, change of operator, or any other change in material facts pertaining to the information contained in the short-term rental permit, the operator shall submit an application and requisite application fee for a new short-term rental permit if continued use is desired.
D.
Period Of Validity.
1.
No short-term rental permit shall be approved for a period longer than one (1) year from the date of issuance for the short-term rental permit.
2.
A short-term rental permit must be renewed annually by the applicant to remain valid. Failure to renew a short-term rental permit within thirty (30) calendar days of expiration will result said permit being terminated.
3.
The City of Maryville may terminate any short-term rental permit for failure to perform according to the standards and conditions outlined in this Article.
