A department is hereby created within the framework of the governmental
organization of the city, which shall be known as the library department,
and it shall function according to the laws of the state, the ordinances
of the city, and the provisions of this article.

The city hereby accepts all gifts and donations of books and
equipment heretofore made for the Harrie P. Woodson Memorial Library
with grateful thanks to the donors both of books and time, and it
is ordained that such books and equipment, together with such additions
as may be made from time to time, shall constitute and form the books
and equipment of the Harrie P. Woodson Memorial Library.

As authorized by H.B. #260, 61st Legislature, it is beneficial
for the Harrie P. Woodson Memorial Library to participate as a member
of the Central Texas Major Resource System. In accordance with the
laws of the state and regulations of the state library, the Harrie
P. Woodson Memorial Library does accept the designation as a community
library.

On June 1, 1979 the city established the Harrie P. Woodson Memorial
Library Advisory Board, referred hereunto as the “library advisory
board,” and such board shall formulate policies and make recommendations
for the efficient operation of the Harrie P. Woodson Memorial Library
and branches thereof as may be hereafter established by the council,
under the supervision and control of the city administrator or designee.
Such board may recommend the formulation of such rules and regulations,
not in conflict with any existing state law or city ordinance, as
it may deem necessary for the orderly and efficient use of the library
facilities and for the governing of performance of duties of the library
employees and personnel.

(a) The
library advisory board of the Harrie P. Woodson Memorial Library shall
consist of five (5) members, to be appointed by the city council for
the term of two (2) years and allowed two consecutive terms. All members
shall serve without compensation.
(b) The
library advisory board shall have no power to obligate the city in
any manner whatsoever; its finances shall be handled in the same manner
as any division of the city government.

(a) Meetings
shall be held by the library advisory board as follows:
(1) The library advisory board shall hold a regular bimonthly (every
other month) meeting on a date set by the chair at the Harrie P. Woodson
Memorial Library or wherever posted.
(2) An annual meeting shall be held at a meeting in June, at which the
library advisory board shall elect from its members a chair and vice-chair
and secretary and shall serve for a term of two years. It shall be
the duty of the chair to preside at all meetings. It is the duty of
the vice-chair to serve in place of the chair in his/her absence from
the meeting, or if the chair is no longer able to serve, to assume
the responsibilities of the chair until a new chair is elected. It
shall be the duty of the secretary to maintain a record of all proceedings
of the meetings.
(3) Special meetings may be called by the chair, or upon the request
of two (2) members, for the transaction of business stated in the
call for meeting.
(4) All meetings are to be conducted in accordance with the Texas Open
Meetings Act.
(5) A quorum will be established by the presence of at least three (3)
members, including the chair. In the absence of the chair and vice-chair,
the members shall select from the members present a chair to conduct
the meeting.
(6) Resignation from the library advisory board shall be presented to
the chair in writing. The chair will promptly advise the city council
of all resignations.
(b) The
library advisory board shall exercise the following duties:
(1) The library advisory board shall provide nonbonding advisory recommendations
to the city council.
(2) At the annual meeting, review, update and approve a five-year comprehensive
library plan (“plan”) for presentation to the city council.
The plan must list projects in order of preference with a recommendation
for the year of construction or program development for projects.
(3) Make recommendations periodically to the city council and staff concerning
matters of library procedure and policy.
(4) Make recommendations to the city council and staff concerning promotion
of the library’s programs and services in the greater city community.
(5) Make recommendations to the city council and staff concerning grants
and fund-raising activities.
(6) Any other matters designated by city ordinance.
