No person or persons shall dig or cause to be dug into, through or across any street, alley or public grounds in the Village of Speculator any trench, ditch or other opening or excavation for any purpose without the consent of the Board of trustees of said Village and the supervision of the streets Commissioner or other proper Village officer. All such ditches or other openings shall at all times be carefully and properly guarded by the person or persons obtaining such consent and shall be properly lighted at night.

No person shall cut or injure any shade or ornamental tree or shrub growing in or along any street or public place in the Village of Speculator.
No person shall throw, deposit or leave any filth, garbage rubbish, ashes or waste material in any street, alley or public place within the corporate limits of the Village of Speculator. Any person who violates any of the provisions of this section shall remove such filth, garbage, rubbish, ashes or waste material within 12 hours after notice to remove the same has been given such person by either the President, a Trustee, Street Commissioner or a policeman of said Village.
No person shall wilfully break or otherwise injure any street lamp in the Village of Speculator.
No person shall drive or operate any motor vehicle on any street or highway in the Village of Speculator in a reckless manner. "Reckless driving" shall include driving or using any motor vehicle or motorcycle or any appliance or accessory thereof in a manner which unnecessarily interferes with the free and proper use of the street or highway, or unnecessarily endangers the users of the streets or highways of the Village.
No person shall ride, drive or lead any horse or mule, or drive or lead any cattle, sheep, goats or swine upon any sidewalk in the Village of Speculator except to cross such sidewalk to go into or out of some yard, barn or stable; and no person shall ride any bicycle, tricycle, velocipede or other similar vehicle upon or along any sidewalk in said Village.

No person shall encumber any sidewalk in the Village of Speculator, with boxes, barrels, casks, boards, trunks, or other articles longer than may be necessary under all the circumstances attending the particular case. Nothing herein contained shall prohibit merchants, and others, from placing goods, merchandise and furniture on the sidewalk for the purpose of loading and unloading the same, providing the same be removed without unreasonable delay.

Any person who violates or permits the violation of any of the provisions of this chapter shall, upon conviction, be subject to a fine not exceeding $250 or imprisonment for not more than 15 days, or both, for each such violation.
