The Town Clerk of the Town of Lake Pleasant may issue a permit for the conducting of games of chance in the corporate limits of the Village of Speculator, New York, as authorized by the Constitution of the State of New York and § 187 of the General Municipal Law. Such permit shall be issued only in accordance with state law and subject to the same conditions or limitations imposed on the conduct of games of chance in the unincorporated area of the Town.
This article shall remain in effect until superseded or repealed as provided in state law and the Village Clerk shall have the authority granted by this article only so long as the Clerk has authority to issue permits in the incorporated area of the Town of Lake Pleasant.
That this article will take effect 45 days after its adoption by the Village of Speculator Board of Trustees. In the event that a qualified voter of the Village of Speculator files with the Village Clerk a petition protesting against such article within 45 days after its adoption, it shall be required that it be submitted for approval by the affirmative vote of a majority of the qualified electors of the Village of Speculator.
Subsequent to compliance with § 46-3, this article will take effect upon filing with the New York State Department of State.
