The purpose of this article is to protect the public health, welfare and safety by regulating the operation of motor vehicles on public highways and places in the Village of Speculator in a manner which will be compatible with the use of such highways and adjacent private and public properties.
A. 
The terms, words and phrases used in this article shall have the same meanings as such terms, words and phrases are defined in the Vehicle and Traffic Law of the State of New York.
B. 
Whenever the word "Village" is used herein, it shall mean the Village of Speculator.

Operation of automobiles or other motorized vehicles shall be at a speed no greater than designated herein for the listed highway or such lower speed as existing pedestrian, traffic or road conditions require:

All traffic exiting Village highways shall come to a full stop prior to proceeding onto Town, county or state highways at any intersection; therefore, stop signs shall be erected and maintained in conformity with the rules and regulations of the New York State Department of Transportation and the Vehicle and Traffic Law of the State of New York at the following locations:

The Village is authorized to purchase, erect and maintain speed limit signs in conformity with the rules and regulation of the New York Department of Transportation and the Vehicle and Traffic Laws of the State of New York on the above-stated streets and highways to carry out the legislative intent of this article.
If any phrase, clause, sentence, paragraph, subdivision or section of this article shall be adjudged by any court of competent jurisdiction to be invalid, such portion of this article shall be deemed separate and distinct from the remainder of this article, and such judgment shall not affect the validity of the remaining provisions of this article.
This article shall take effect immediately upon its filing in accordance with the provisions of § 27 of the Municipal Home Rule Law.

As used in this article, the following terms shall have the meanings indicated:
AMBULANCE BUILDING DRIVEWAY AND PROPERTY
The area adjacent to the Speculator Volunteer Ambulance Corps building, driveway and property boundaries from the building to the highway boundary of New York State Route 30 and 8 designated to be "ambulance building, driveway and property" by the Board of Trustees of the Village of Speculator, properly sign posted by official signs of at least 12 inches by 18 inches bearing the legend NO PARKING - AMBULANCE PROPERTY in letters at least two inches in height.
FIRE LANE
The area adjacent to the fire house of the Village of Speculator or any other area in the Village of Speculator designated to be a "fire lane" by the Board of Trustees of said Village, properly sign posted by official signs of at least 12 inches by 18 inches bearing the legend NO PARKING - FIRE LANE in letters at least two inches in height.
HELIPAD
The area near the fire house of the Village of Speculator and recreational "ballfield" designated to be a "helipad" by the Board of Trustees of said Village, properly signposted by official signs of at least 12 inches by 18 inches bearing the legend NO PARKING - HELIPAD in letters at least two inches in height.

Every person convicted of a violation of this article shall:
A. 
For a first offense, pay a fine not to exceed $150 and/or a maximum imprisonment not to exceed 15 days, or both.
B. 
For a second offense within 18 months thereafter, pay a fine not to exceed $300 and/or a maximum imprisonment not to exceed 45 days, or both.
C. 
For a third offense within 18 months after the first conviction, pay a fine of not to exceed $450 and/or maximum imprisonment not to exceed 90 days, or both.
