A tap fee is established for those lots and development sites which will use the facilities developed as the Barnes Bridge Road Trunk Line from its connection at Greenway Drive to Duck Creek.

The fee shall be collected:
(1) 
Prior to the issuance of a building permit;
(2) 
Prior to the issuance of a certificate of occupancy; and
(3) 
Prior to the furnishing of water to the site.

(a) 
It shall be unlawful for any person, firm, or corporation to connect any premises to the trunk line as herein set out without first having paid the tap fee as herein provided.
(b) 
Any person, firm, corporation or any agent or employee thereof who violates any of the provisions of this division shall be guilty of a misdemeanor and, upon the conviction thereof, shall be fined for each offense. Each day that said violation shall continue shall be a separate offense hereunder.
