The final plat of the subdivision shall comply with the following general requirements with regard to style and content:
A. 
It shall be prepared by a registered Delaware land surveyor or engineer and certified and endorsed by a registered Delaware land surveyor. It shall be prepared at a minimum scale of one inch equals 100 feet, and it shall be drawn on sheets not more than twenty-four by thirty-six (24 x 36) inches in size, including a margin of one-half (1/2) inch outside the ruled border lines. These requirements are not applicable to construction plans or drawings required by other agencies.
B. 
All dimensions and bearings of lines and all areas shall be based upon a field survey of sufficient accuracy and detail that the data shown thereon may be reproduced on the ground. All bearings, distances, areas and other dimensions shall be true and correct to the accuracy required by accepted surveying standards.

A. 
The final plat shall be legibly and accurately drawn and shall show the following information:
(1) 
All information as required for the preliminary plat except topographic contours and drainage layout and construction drawings.
(2) 
The name under which the subdivision is to be recorded.
(3) 
The scale, date, North point and location map showing the general location of the subdivision in relation to its surroundings.
(4) 
Bearings and distances for all boundary lines of the subdivision.
(5) 
The locations and descriptions of all permanent survey monuments.
(6) 
The names and locations of adjacent subdivisions and the location of adjoining parcels of unplatted land, with the names of the owners of record. One of the corners shall be referenced to the nearest intersection to two roads.
(7) 
The locations, dimensions and names of all streets and alleys within and adjoining the subdivision, with the lengths and bearings of tangents, dimensions of sight easements, the lengths of arcs and radii, internal angles, points of curvature and any other necessary surveying data.
(8) 
The locations, dimensions and bearings of all lot lines, and the area of every lot or parcel designated.
(9) 
Lots numbered in consecutive numerical order and blocks lettered consecutively.
(10) 
The locations, dimensions and purposes of all crosswalkways, easements and other public ways.
(11) 
The locations, dimensions and purposes of any other property offered for dedication or to be reserved for acquisition for public use or to be reserved by deed covenant for the common use of property owners in the subdivision.
(12) 
A typical street section of the street construction design.
(13) 
A space for the signature of the Chairman or Secretary of the Commission and the President of the Sussex County Council.
(14) 
An owner's certificate, acknowledging ownership of the property and agreeing to the subdivision thereof as shown on the plat and signed by the owner or owners.
(15) 
An owner's statement of dedication of streets and other public ways for dedication to public use or an owner's statement providing perpetual maintenance of private streets and other common areas.
(16) 
The locations, bearings and dimensions and area of any land set aside for perimeter buffers and perimeter buffer protection areas, if required and proposed access points to the perimeter buffers and perimeter buffer protection areas for maintenance purposes.
(17) 
The location of all wetlands (both state and federal) shall be indicated by legal description with bearings and distances with each flag point numbered. A signed and dated statement by an experienced qualified professional shall be provided verifying the accuracy of the delineation. If the site contains no wetlands, then the plan must contain the appropriate statement from the same professional. Building lots containing wetlands shall be identified by a notation stating that "construction activities within these sites may require a permit from the United States Army Corps. of Engineers or the State of Delaware."
(18) 
A space for the signature of an authorized representative of the Sussex Conservation District approving the location and design of all stormwater management areas and erosion and sediment control facilities which shall be shown on the final site plan.
(19) 
The locations, dimensions and purposes of all open space areas. The legend or plot notes must show a breakdown of acreages, both gross and net, of open space, the percentage of impervious cover area, the percentage of open space to total gross acreage and the total acreage of proposed streets, roads, parking lots, alleys and ways used for vehicle access and multimodal paths located within state rights-of-way.
(20) 
Open space requirements for cluster subdivisions imposed under §§ 99-23 and 99-26.
(21) 
The location of all resource buffers.
(a) 
The boundary and type of any nontidal/tidal wetland or water resources (tidal, perennial, intermittent) which require a resource buffer. The boundary will be shown per methods identified in the definitions of "wetlands" and "ordinary high-water line delineation." In addition, the boundary shall marked on the site itself with permanent markers and signage, with the location and type of signage depicted on the final plat
(b) 
All existing (i.e., at the time of application) natural forest, managed forest and nonforest meadow within the future resource buffer shall be identified.
(c) 
The area limits of the required resource buffer.
(d) 
Calculations supporting resource buffer width averaging (§ 115-193B).
(e) 
Calculations supporting resource buffer enhancement calculations and corresponding forested and/or landscaped buffer reductions, if applicable (§ 115-193G).
(f) 
Proposed access easement layout for access to resource buffers and the adjacent resources with a note that such access easements are public access easements for maintenance purposes. For purposes of this requirement, "public" shall mean, and be limited to, those parties requiring access for maintenance purposes.
(g) 
A statement incorporating the resource and resource management and maintenance plan by reference.
(h) 
A reference by title, author and date, to the drainage assessment report required by § 115-193F(2).
(i) 
That disturbance of the resource buffers on the site may result in penalties imposed pursuant to § 115-193K of the Sussex County Zoning Code.
(22) 
Any walking trails, including method of construction and the materials used to establish the trails.
B. 
The plat shall contain the seal and signature of the surveyor, which shall serve as the surveyors certification that the final plat, as shown, is a correct representation of the survey as made, that all monuments indicated thereon exist and are correctly shown and that the plat complies with all requirements of this chapter and other applicable laws and regulations.
C. 
An AutoCAD drawing file containing all items required in Subsection A above shall be submitted in electronic format. The data shall be referenced in NAD 1983 StatePlane Delaware FIPS 0700 (U.S. Feet) Projected Coordinate System.

The following supporting statements are required:
A. 
A summary of deed restrictions applicable within the subdivision, including agreements for the operation and maintenance by the property owners or agency in the subdivision of street and road improvements, surface drainage facilities, erosion and sedimentation control facilities, water supply facilities, sanitary sewer facilities, perimeter buffers and perimeter buffer protection areas, resource buffers, all areas approved as open space as defined in § 99-5 and other improvements deemed necessary by the Commission.
B. 
Evidence that all conditions related to the preliminary plat approval have been satisfied.
