A. 
Water connection fees shall be as follows:
(1) 
Single-family home, townhouse, row house or condominium with separate entrances, including duplexes, and single commercial or industrial occupancy requiring standard 3/4 inch or 5/8 inch meter: $5,000, plus actual cost of installation including meter, labor and materials.
(2) 
Apartment buildings, condominiums or multicommercial occupancy with one common entrance requiring standard 3/4 inch or 5/8 inch meter: $5,000 per rental or separate salable unit, plus actual cost of installation including meter, labor and materials. Each unit must be metered separately.
(3) 
Hotels, motels and tourist courts, nursing or convalescent homes: the appropriate meter size fee, plus $600 per rental unit, plus actual cost of installation including meter, labor and materials.
(4) 
Connection fees for meters larger than standard 3/4 inch or 5/8 inch meter are:
(a) 
One-inch meter: $6,000.
(b) 
One-and-one-half-inch meter: $7,000.
(c) 
Two-inch meter: $8,000.
(d) 
Three-inch meter: $9,000.
(e) 
Four-inch meter: $10,000.
(f) 
Plus actual cost of installation including meter, labor and materials.
B. 
The owner shall run the water line to the street right-of-way on which an existing Town main is located. Meter shall be placed at property corner along street right-of-way unless otherwise approved by Town. The Town shall make the tap and extend water service from the water main to the point where owner has brought the water line. The Town shall provide meter, meter box and necessary materials to make connections. All costs for installation shall be the property owner's, including meter, labor and materials. Connection shall serve one residence per 3/4 inch tap on main.
C. 
Connection fees as provided in this section do not include the cost of any required laterals to provide service. The design and installation costs of laterals shall be in addition to the connection fee.
D. 
Required improvements for new subdivisions. See Chapter 141, Subdivision of Land (adopted by the Edinburg Town Council September 12, 1978).
E. 
The Town may require the review of any extension of a lateral, water main or project that involves more than a typical 3/4 inch tap for a single use building. This review shall be at the owner's expense by an engineering firm specified by the Town.
F. 
Water connection fees outside of the corporate limits of the Town shall be 50% higher than those in Town.
G. 
Water connections made outside the corporate limits of the Town shall be limited to serving one residence per tap paid and service line shall not extend over 300 feet from the main.
H. 
Out-of-Town water lines are to be installed at the expense of the owner, who shall first obtain all required permits, easements or rights-of-way.
I. 
All applications for water connections outside of the corporate limits of the Town shall be approved by the Town Council.
J. 
A water connection shall only be purchased for a specific, designated building site or lot. Once application to purchase a tap is made the connection shall not be transferable to another site.
K. 
Water connection fees shall be paid at time of application. Connection shall not be made until the appropriate fee has been paid.
L. 
Unless otherwise specified by the Town Council, any water connection fee paid shall be retained by the Town in the event that a rough plumbing inspection by the County Building Official is not made within 180 calendar days after payment of said water connection fee. Another connection fee shall be paid to the Town after that time before a tap can be made.

(2) 
Apartment buildings, condominiums or multicommercial occupancy with one common entrance: $10,000, plus actual cost of installation including labor and materials per rental or separate salable unit.
(3) 
Hotels, motels and tourist courts, nursing, or convalescent homes: the appropriate fee based on the water meter size plus $600 per rental unit, plus the actual cost of installation including labor and materials.
(4) 
Sewer connection fees for uses requiring larger than standard 3/4 inch or 5/8 inch water meter:
(a) 
One-inch meter: $11,500.
(b) 
One-and-one-half-inch meter: $12,500.
(c) 
Two-inch meter: $13,500.
(d) 
Three-inch meter: $14,500.
(e) 
Four-inch meter: $15,500.
(f) 
Plus actual cost of installation including labor and materials.
B. 
The owner shall run the sewer line across his property or the street right-of-way, whichever is closer, to the sewer main or lateral. If no main or lateral is in place, the owner shall bear the cost of extending main or lateral in addition to the connection fee. The Town shall make the tap and all connections will be limited to serving one residence per tap to the main. No service line shall be less than four inches in diameter, and no main shall be less than six inches in diameter. Actual cost of installation shall be in addition to any connection fees paid. All additions and extensions of sewer mains shall be reviewed, and approved, at the owner's expense by an engineering firm specified by the Town.
D.

A. 
Water, sewer and trash rates shall be as stated in the schedule of water, sewer and trash fees on file in the Town office.
B. 
A minimum fee per month shall be charged per dwelling unit as defined in § 175-2, Definitions and word usage, for water, sewer and trash beginning when an application for water service is accepted and continuing at all times during which the Town provides water, sewer and trash service, or any one or more of these services, to such dwelling unit. A minimum monthly fee per dwelling unit applies whether or not each dwelling unit within a building is individually metered. In the case of multiple-dwelling units without individual meters, such minimum fee per dwelling unit shall apply only if the total gallons used per the building’s main meter is less than the total of all minimum fee amounts for all individual dwelling units within the building. Overages will be equally divided between all individual dwelling units within the building unless Town is made aware of the need to bill a specific dwelling unit for the over minimum monthly use.
C. 
Applications for water, sewer and trash services, or any one or more of these services, or all buildings containing multiple dwelling units served by a single meter shall only be accepted by the Town from the property’s owner of record.
D. 
When water, sewer and trash service, or any one or more of these services is provided to an occupant who is not the actual property owner of record and the occupant's dwelling unit is separately metered for service, the property owner of record of any such dwelling unit shall be responsible for the payment of all delinquent fees and applicable charges for any account that is past due for three consecutive billing periods.
E. 
Failure to pay any part of the monthly fees charged per dwelling unit, as defined in Chapter 175, Zoning, § 175-2, Definitions and word usage, for water, sewer and trash, or any one or more of these services, on or before the penalty date shall constitute default and be subject to discontinuation of all services until paid in full. A service charge of 10% shall be imposed on all delinquent accounts and a charge of $25 per dwelling unit shall be required to restore services.
