(a) 
The solid waste collection and disposal services provided for the village as referenced and set forth in the license shall be used by all residential, commercial, or other premises located within the territorial limits of the village, and all residential, commercial or other premises shall pay the fee established from time to time by the board of aldermen for said services, and such fee shall be included on the statements to every premises or customer of the village's water system located within the territorial limits of the village.
(b) 
It shall be unlawful, and the village prohibits, solid waste collection and disposal services by individuals or entities not licensed by the village, and the village shall impose a fine of $200.00 per day per customer of any unlicensed individual or entity operating solid waste collection and disposal services within the territorial limits of the village without a current license. Any licensee of the village for solid waste collection and disposal services shall be the exclusive provider of such services for the residents of the village or any person dwelling therein.
(c) 
It shall be unlawful, and the village prohibits, the residents of the village or any person dwelling therein, or any residential, commercial, or other premises located within the territorial limits of the village, to refuse to avail themselves of the solid waste collection and disposal services provided by the village or its licensees and to refuse to pay the charges for said services established from time to time by the board of aldermen. The village shall impose a fine of $200.00 per day for any individual or entity refusing to avail themselves of the solid waste collection and disposal services provided by the village or its licensees. Each day that such offense continues shall be counted as a separate offense.
(d) 
Any and all fees imposed by the village under this section shall be paid promptly when due, and the village shall have the right to discontinue water service to any resident of the village or person dwelling therein, or any residential, commercial, or other premises, if such fees are not properly and promptly paid.
(e) 
Unless specifically provided for herein, an offense under this section shall not require a culpable mental state. It is the intent of this section to impose strict liability for a violation of this section, and a specific culpable mental state is not required.
(f) 
The board of aldermen authorizes the mayor to execute any licenses with any individuals or entities to provide residential and commercial solid waste collection and disposal services in accordance with the terms and conditions of the license.
