The provisions of this article shall not apply to the following:
(1) Electrical
work done by a property owner in a building owned and occupied by
him as his home. However, all work and service herein named or referred
to shall be subject to permit, inspection and approval in accordance
with the terms of all applicable provisions of this code, state law
and city ordinances, rules and regulations.
(2) Electrical
work done by persons engaged by any public service company, in the
construction and maintenance of their public utility systems.

It shall be unlawful for any person to engage in the business
of installing electric wiring and electrical apparatus on or within
any building in the city for use in connection with electric light,
heat, or power as a master electrician, journeyman electrician or
apprentice electrician without first appearing in person or by duly
authorized representative and qualifying for the appropriate registration
therefor.

Before any master electrician’s registration shall be
approved under the provisions of this article, the applicant therefor
shall file with the city secretary a certificate of insurance, conditioned
that the applicant will obey all applicable provisions of this code,
state law and city ordinances, rules and regulations, and will hold
the city harmless from all damages that may occur by reason of any
electric work done by such applicant.

Whenever a person shall successfully pass the examination prescribed
for the position as an electrician for which he has applied, the building
official shall notify the city secretary of such fact. When the state
issues the registration to the electrician, the city shall register
the electrician to perform work in the city.

A master electrician’s registration issued by the city
shall entitle the holder thereof to engage in the business of installing
wiring and electrical apparatus inside or on any building or buildings
for use in connection with electrical light, heat or power within
the city and installing wiring and electrical apparatus inside or
on any building or buildings for use in connection with electrical
light, heat, or power outside the city if the property is served by
the municipal electric system.

It shall be unlawful for any holder of a registration issued
under the provisions of this article to allow his name to be used
by any other party, either for the purpose of doing work or obtaining
a permit.

Every registration issued under the provisions of this article
shall expire on next December 31 following the issuance of such registration.

Each registration issued under the provisions of this article
may be renewed by the holder thereof on January 1st of each year upon
notice to the city secretary, along with evidence that the required
insurance is still in full force and effect; provided that such registration
has not been revoked prior thereto.
