All portable electric signs must be wired by and certified by
a master electrician or must carry the label of a testing company
or organization named in the National Electrical Code. Wiring at the
premise where the sign is displayed must be by a master electrician.
Heavy duty grounded extension cords may be used for temporary portable
signs.

No portable sign, whether electric or nonelectric, shall be
placed on any sidewalk, street or other public thoroughfare.

All persons engaged in the business of leasing portable signs
shall pay a fee per sign owned for lease or rent as stated in the
master rate and fee schedule. No lessee of a portable sign shall be
required to pay a separate permit fee.

The applicant for a permit required under this section shall
furnish the following information upon the application for a permit:
(1) The
applicant is applying for a permit as the owner of the sign for use
on his own premises only.
(2) The
portable sign is either electric or nonelectric.
(3) The
premises where the sign is to be located while in use.

No permit shall issue for any portable sign if:
(1) The
top of the sign, including decorative trim, is more than eight feet
above the ground;
(2) The
sign has built within it or affixed to it any type of rotating beacon
electric light;
(3) The
sign includes animation;
(4) The
sign utilizes exposed electric bulbs and is found, upon inspection,
to be missing one or more bulbs, thus exposing a socket.

No single permit shall be issued for an off-premises portable
sign for more than 21 consecutive days.
