The city personnel regulations are set forth in a personnel
policy manual on file in the office of the city secretary, containing
all resolutions, ordinances and agreements affecting personnel, including
all those ordinances concerning city participation in the Texas Municipal
Retirement System pursuant to Tex. Gov’t Code, §§851.001
through 851.006.
