The purpose of this article is to provide uniform rules of procedure
decorum and ethics for the city council and each of its appointed
boards, commissions, and committees. For purposes of this article
the term board shall refer to the city council and each of its appointed
boards, commissions, and committees.

(a) Time
and Location.
The time and location of each board meeting
shall be established in the bylaws or by official action of each respective
board.
(b) Other
Locations.
The boards may, occasionally, elect to meet
at other locations and, upon such election, shall give the public
notice of the change of location in accordance with state law.
(c) Location
During Local Emergency.
If by reason of fire, flood or
other emergency, it is unsafe to meet at the regular meeting location,
the meetings may be held for the duration of the emergency at such
other place as may be designated by the board chair or in the absence
of the board chair, the board liaison.
(d) Cancellation
of Meetings.
When the day for any regular meeting falls
on a legal holiday, the regularly scheduled meeting for such day shall
be deemed canceled unless otherwise specified by the board. At other
times, when the board deems appropriate, regular meetings may be canceled
and rescheduled by a majority vote of the board.
(e) Texas
Open Meetings Act.
For purposes of chapter
9 of this code, all boards, commissions and committees appointed by the city council are hereby deemed to be governmental bodies as that is defined in the Texas Government Code chapter 551, as amended. As such, all boards, commissions, and committees appointed by the city council shall fully comply with the requirements set forth in chapter 551, known as the Texas Open Meetings Act, and be entitled to any rights and privileges established therein.

(a) The purpose
of a workshop is to discuss in depth or explore matters of interest
to the city, such as a meeting between one or more boards or when
a board alone may wish to explore a matter in great detail. The time,
place and purpose will be stated on all legally posted notices. Boards
shall not take formal action on items presented at a workshop.
(b) Workshop
meetings may be called by the board liaison, chair or upon requests
of two board members at a properly posted meeting of the board

Citizens and other visitors attending board meetings and workshops
shall observe the same rules of propriety, decorum and good conduct
applicable to members of the board.
