The state traffic laws regulating the speed of vehicles shall
be applicable upon all streets within this city except where the city
manager or his assigns, upon the basis of an engineering and traffic
investigation, determines that other speed limits shall be applicable
on specified streets or in certain areas, in which event it shall
be unlawful for any person to drive at a speed in excess of any speed
so determined when signs are in place giving notice thereof.

(a) Upon the
basis of an engineering and traffic investigation, the city council
may decrease maximum speed limits at intersections and outside urban
districts and may increase limits within urban districts.
(b) Upon the
basis of an engineering and traffic investigation, the city council
shall determine the maximum speed limits on arterial streets.
(c) Speed
limits established pursuant to this article shall be applicable at
all or such times as shall be indicated by official traffic control
devices.

(a) Upon the
basis of an engineering and traffic investigation heretofore made
as authorized by the provisions of the Texas Transportation Code,
section 545.356, the following prima facie limits hereafter indicated
for vehicles are hereby determined and declared to be reasonable and
safe, and such speed limits here hereby fixed at the rate of speed
indicated for vehicles traveling upon the named streets and highways,
or parts thereof, described as follows:
(1) On
U.S. Highway 183 south from a point at the south city limits to a
point 3,876 feet north, a distance of approximately 0.734 mile, 45
miles per hour;
(2) School
zone on U.S. 183 (Water Street) from a point 2,573 feet south of its
intersection with U.S. 90A to a point 4,261 feet south, a distance
of approximately 0.320 of a mile, 35 miles per hour when so signed.
(3) On
S.H. 97 (St. Lawrence Street) from a point at its intersection with
U.S. 183 (St. Joseph Street) to a point 6,678 feet east, a distance
of approximately 1.265 miles, 30 miles per hour;
(4) On
S.H. 97 (St. Lawrence Street) from a point at the east city limit
to a point 4,895 feet west, a distance of approximately 0.927 of a
mile, 45 miles per hour;
(5) School
zone on S.H. 97 (St. Lawrence Street) from a point 1,634 feet east
of its intersection with U.S. 183 (St. Joseph Street) to a point 2,748
feet east, a distance of approximately 0.211 of a mile, 20 miles per
hour when so signed;
(6) School
zone on S.H. 97 (St. Lawrence Street) from a point 4,382 feet east
of its intersection with U.S. 183 (St. Joseph Street) to a point 5,786
feet east, a distance of approximately 0.266 of a mile, 20 miles per
hour when so signed;
(7) On
U.S. 183 (St. Joseph Street) from a point at the north city limit
to a point 998 feet south, a distance of approximately 0.189 of a
mile, 55 miles per hour;

(b) Any person
violating any of the provisions of this article shall be deemed guilty
of a misdemeanor and upon conviction thereof shall be fined in any
sum not more than two hundred ($200.00) dollars.
