(a) 
It shall be unlawful for any person to knowingly focus, point or shine a laser pointer directly or indirectly upon or about a person or animal when the person operating the device knows or should have known that such action will harass, alarm, or annoy said person or animal.
(b) 
A "laser pointer" means any device that emits light amplified by the stimulated emission of radiation that is visible to the human eye.
(c) 
Any person, firm or individual who shall violate any of the provisions of this article shall be guilty of a misdemeanor, and upon conviction shall be fined in a sum in accordance with the general penalty provision set forth in Section 1.109 of this code. Each and every instance of the violation of this article shall constitute a separate offense.
