(a) 
Definition.
Swimming pool.
Any structure intended for swimming or recreational bathing that contains [water] over 24 inches (610 mm) deep. This includes in-ground, above-ground and on-ground swimming pools, hot tubs and spas as set forth in the 2000 edition of the International Residential Code, as amended, adopted by section 3.02.071 of the Code of Ordinances.
(b) 
Requirements.
All outdoor swimming pools shall be completely enclosed by a fence or barrier as required by section 3.02.071 of this code. Such fence or barrier shall be maintained in conformance with said regulations. All fence openings or points of entry into the pool area enclosure shall be equipped with gates. All gates shall be equipped with self-closing and self-latching devices placed at the top of the gate. Fence posts shall be decay or corrosion resistant and shall be set in concrete bases.
