The act of defecating or urinating upon the streets, alleys, or public grounds or on private property open to the public; defecating or urinating in any place that may be seen from a private residence or by persons passing along the streets, alleys, public thoroughfares; or defecating or urinating on private property open to the public is prohibited within the corporate limits of the town.
