All executive, legislative and administrative officers and persons in the service of the city shall be paid from the proper appropriation for the office to which they are elected or appointed or the department in which they are employed.

All salaries or compensation which have been or shall be established by the city council as the salaries or compensation of city officials shall be in full for all services rendered.

(a) 
In conformity with the provisions of Sections 2-4, 3-1 and 4-4 of the Charter, the salaries of the mayor, the city council and the school committee are established by ordinance.
(b) 
In accordance with the provisions of Chapter 3, Section 1 of the City of Everett Charter, the salary for the position of mayor shall be $185,000 annually effective January 1, 2020. Thereafter, and on January 1 of each ensuing year, the salary for the position of mayor shall be adjusted by applying the most recently reported 3-year (calendar year) average of the unadjusted Consumer Price Index (“CPI”). Said calculation shall be based on applying the aforementioned 3-year average to the salary in effect as of December 31 of the immediately preceding calendar year.
(c) 
In accordance with the provision of Chapter 2, Section 4 of the City of Everett Charter, the salary for all members of Everett city council shall be $25,000 annually effective January 1, 2018. All members of the city council shall receive a 2 percent increase in the annual salary beginning on the first day of each calendar year ending in an even number effective January 1, 2020.
(d) 
School Committee Members.
(1) 
In accordance with the provision of Article 4, Section 4-4 of the City of Everett Charter, the salary for elected members of Everett school committee shall be $12,500 annually effective January 1, 2022.
(2) 
Elected members of the school committee shall receive a 2 percent increase in their annual salary beginning on the first day of each calendar year ending in an even number.
(3) 
The mayor shall be specifically excluded from receiving any such salary and/or increase as the mayor serves on the school committee in his/her capacity as mayor.

In accordance with the provision of Article 4, Section 4-4 of the City of Everett Charter, the salary for elected members of Everett school committee shall be $15,000 annually effective January 1, 2026.

Elected members of the school committee shall receive a 2 percent increase in their annual salary beginning on the first day of each calendar year ending in an even number.
 
(3)
The mayor shall be specifically excluded from receiving any such salary and/or increase as the mayor serves on the school committee in his/her capacity as mayor.

The salaries of the following city officers are established by ordinance and are on file in the City Clerk’s office: city auditor, city solicitor, city treasurer, members of the board of assessors, members of the board of health, members of the licensing board and members of the city services commission.

Changes in salaries established in accordance with the provisions of Sections 2-4, 3-1 and 4-4 of the Charter shall conform with the requirements of General Laws, chapter 39, section 6A, chapter 44, section 33A and any other applicable statutes.

(a) 
All permanent full-time non-union and administrative officers and employees shall receive a longevity payment as follows:
10 years service

(b) 
All permanent full-time non-union and administrative officers and employees that are department heads shall receive a longevity payment as follows:
10 years service

(c) 
Payment shall be made on the anniversary date of employment. If an officer or employee terminates service, by death or retirement, they shall be entitled to a pro-rated payment based on the number of whole months of service since the previous anniversary date.

Any individual serving in the office of Mayor shall receive a longevity payment of $10,000 for each completed full term as Mayor, as defined in Article 3, Section 1(b) of the City Charter.
Any individual serving as Mayor at the time of passage of the ordinance codified in this section shall receive a one-time payment of $10,000 for each previously completed term as Mayor, as defined in Section 25 of the previous Charter.
