All executive, legislative and administrative officers and persons in the service of the city shall be paid from the proper appropriation for the office to which they are elected or appointed or the department in which they are employed.

(a) 
In conformity with the provisions of Sections 2-4, 3-1 and 4-4 of the Charter, the salaries of the mayor, the city council and the school committee are established by ordinance.
(b) 
In accordance with the provisions of Chapter 3, Section 1 of the City of Everett Charter, the salary for the position of mayor shall be $185,000 annually effective January 1, 2020. Thereafter, and on January 1 of each ensuing year, the salary for the position of mayor shall be adjusted by applying the most recently reported 3-year (calendar year) average of the unadjusted Consumer Price Index (“CPI”). Said calculation shall be based on applying the aforementioned 3-year average to the salary in effect as of December 31 of the immediately preceding calendar year.
(c) 
In accordance with the provision of Chapter 2, Section 4 of the City of Everett Charter, the salary for all members of Everett city council shall be $25,000 annually effective January 1, 2018. All members of the city council shall receive a 2 percent increase in the annual salary beginning on the first day of each calendar year ending in an even number effective January 1, 2020.
(d) 
School Committee Members.
(1) 
In accordance with the provision of Article 4, Section 4-4 of the City of Everett Charter, the salary for elected members of Everett school committee shall be $12,500 annually effective January 1, 2022.
(2) 
Elected members of the school committee shall receive a 2 percent increase in their annual salary beginning on the first day of each calendar year ending in an even number.
(3) 
The mayor shall be specifically excluded from receiving any such salary and/or increase as the mayor serves on the school committee in his/her capacity as mayor.

In accordance with the provision of Article 4, Section 4-4 of the City of Everett Charter, the salary for elected members of Everett school committee shall be $15,000 annually effective January 1, 2026.

Elected members of the school committee shall receive a 2 percent increase in their annual salary beginning on the first day of each calendar year ending in an even number.
 
(3)
The mayor shall be specifically excluded from receiving any such salary and/or increase as the mayor serves on the school committee in his/her capacity as mayor.

The salaries of the following city officers are established by ordinance and are on file in the City Clerk’s office: city auditor, city solicitor, city treasurer, members of the board of assessors, members of the board of health, members of the licensing board and members of the city services commission.

(a) 
All permanent full-time non-union and administrative officers and employees shall receive a longevity payment as follows:

All permanent full-time non-union and administrative officers and employees that are department heads shall receive a longevity payment as follows:

(c) 
Payment shall be made on the anniversary date of employment. If an officer or employee terminates service, by death or retirement, they shall be entitled to a pro-rated payment based on the number of whole months of service since the previous anniversary date.

(a) 
Definitions.
ELECTED OFFICIAL
Any individual holding a position in the city that is filled through a public election process, including but not limited to the mayor, city council member or school committee member.
LONGEVITY PAYMENT
Any payment, stipend, or benefit provided to an individual based solely on the years of service or tenure in a position.
(b) 
No elected official shall be eligible or shall receive a longevity payment during their time in office or retroactively for time served in an elected position.
(c) 
Any person employed by the city who has previously held elected office shall not have their elected years of service factored into any longevity payment they may receive during their employment with the city.
(d) 
Any current or former city employee, excluding the mayor, who has previously received any longevity payment with their elected years of service factored into said payment shall not be required to repay any portion of said payment to the city.
