No owner shall fail to exercise proper care and control of an animal to prevent it from becoming a public nuisance. Excessive or untimely barking, molesting passersby, chasing vehicles, habitually attacking people or other domestic animals, trespassing upon school grounds, trespassing upon private property in such manner as to damage property, or violating the provision of this Chapter or Chapter
3 of the revised Ordinances of the City of Everett shall be deemed a nuisance.
