The city council may establish city departments, offices or
agencies in addition to those created in the city charter and may
prescribe the function of each department, office, or agency. These
departments, offices or agencies shall be under the general direction
and supervision of the city manager. However, nothing herein shall
preclude the city manager from appointing a director, superintendent
or officer to supervise any such department, office, or agency under
his or her general direction.
