(a) 
A member of any citizen board or commission of the city shall not serve more than two (2) terms in succession, and shall be ineligible to succeed himself/herself for any additional successive term. This restriction shall not apply to:
(1) 
A member of a board or commission who is required by statute or ordinance to serve as a member of a particular board or commission;
(2) 
A member of a board or commission who serves on a particular board or commission as a representative of an occupational group or population group that is required by statute or ordinance to have such representation;
(3) 
A member of the board of adjustment, who shall serve no more than three (3) consecutive two-year terms and shall be ineligible to succeed himself or herself for any additional successive term; or
(4) 
A member of the substandard structures rehabilitation board.
(b) 
Unless otherwise provided by state law, the terms of office for members of all boards and commissions appointed by the city council or city manager shall be three (3) years. Each such member shall serve the designated term, or until their successor has been appointed, qualified, and taken the oath of office.
(c) 
The provisions of this section restricting the number of successive terms of members of boards and commissions shall not become effective as to a current member of a citizen board or commission, but shall become effective upon such member’s reappointment. Such member will be eligible to serve two (2) successive terms after his or her first reappointment.

The city council shall designate a chairperson for each individual board or commission to be inclusive of all the established city boards and commissions and reviewed annually by the appointments council sub-committee and make recommendations to council. Vice-chairpersons shall be elected by the individual board or commission.
