There is hereby created an animal shelter advisory board to
be composed of seven (7) members, to be appointed by the city council,
and shall be composed as follows:

4, representative of an animal welfare organization.
(5)

Except as hereinafter provided, the members of the board shall
serve terms of office thereon of three (3) years. Each member of the
board shall serve until such time as a successor has been appointed
and confirmed. The terms of office of such members shall be served
on a staggered basis, with the initial terms of places 1 and 2 to
expire on June 30, 2006, places 3 and 4 to expire on June 30, 2007,
and places 5, 6 and 7 to expire on June 30, 2008. Vacancies on the
board shall be filled for an unexpired term in the same manner as
herein provided for original appointments.

A chairperson and any such officers as may be necessary for
the board to accomplish its duties under this article shall be appointed
in a manner consistent with the city’s rules governing council-appointed
boards and commissions.

The members of the board shall serve in an advisory capacity
to the city council and administrative staff of the city in matters
relating to the animal shelter and the conduct of its affairs.
