It shall be unlawful for any person to post or paint signs,
advertisements, or other matter on posts, sidewalks, curbs, walkways
or other structures in the streets, alleys, or other public places
in the city except as hereinafter provided.

The owner of any premises is hereby authorized to paint or authorize
the painting, upon the top side or street side of the curb or on the
sides of the driveway abutting the premises, of the proper number
designated by the enforcement official for such premises. The numbering
must be black in color on a white background or white in color on
a green or black background. The number must not exceed four inches
(4") in height; the background must not exceed six inches (6") in
height and twenty inches (20") in length; and the paint used for such
purpose must be of a durable quality paint designed for application
to concrete surfaces. No more than three (3) street address numbers
shall be placed or affixed on the curbs or walkways abutting any such
premises. In the event there is an existing street address number
placed or affixed upon such curb or the sides of the driveway abutting
the premises, the same shall be completely covered and obliterated
by the affixing or placing of any such new number.
