The city council hereby adopts the department of state health services, Standards for Public Swimming Pool and Spa by reference as if fully set forth herein, and requires each public and semipublic pool or spa to be permitted on an annual basis with a permit fee as set forth in section A10.04.031 of the fee schedule in appendix A to this code per pool or spa per year. Each pool or spa shall be inspected at least once annually to ensure that it meets the above-referenced requirements.

(a) 
Every applicant for a permit to install, alter or repair a swimming pool system or part thereof shall pay for each permit at the time of making application a fee in accordance with the schedule in section A10.04.033 of the fee schedule in appendix A to this code and at the rate provided for each classification shown therein.
(b) 
Any person who shall commence any swimming pool work for which a permit is required by this code without having first obtained a permit therefor shall pay double the permit fee fixed by this section for such work; provided, however, that this provision shall not apply to emergency work required by the administrative authority for the protection of the public health, safety and welfare. In all such cases, a permit shall be obtained as soon as it is practical to do so.
