The city manager shall appoint a competent person as librarian
subject to removal at any time. At a minimum, the individual must
possess a master’s degree in library and information sciences
from an ALA-accredited program and a bachelor’s degree in a
liberal arts field.

The library director shall be responsible for the overall operation
of the library, staff, materials, facility and budget, while reporting
to the city manager.
