There is hereby created a city library advisory board to be
composed of seven (7) members, to be appointed by the city council
from among the citizens of the city. Such board shall have the duties
and responsibilities hereinafter set out.

Except as hereinafter provided, the members of the library advisory
board shall serve terms of office thereon of three (3) years. Each
such member shall serve until a successor has been appointed and confirmed.
The terms of office of such members shall be served on a staggered
basis, with two (2) members rotating off the board the first two years
of enactment and three the third year. Vacancies on the board shall
be filled for the unexpired term in the same manner as herein provided
for original appointments.

The city library advisory board shall elect from its number
at its first meeting after appointment its own secretary as well as
such other officers as may be necessary and proper for its organization
and government and the accomplishment of its duties under this division.

The members of such board shall serve in an advisory capacity
to the governing body and administrative staff of the city in matters
relating to the library and the conduct of its affairs.
