(a) 
An alternative permitting and inspection procedure is hereby established for projects located on the premises of Greenville Municipal Airport - Majors Field (“airport”) and within the area designated in exhibit “A,” attached to Ordinance 14-015. The city manager is hereby directed to appoint an employee of the city, who shall meet the minimum criteria, established by the current airport tenant occupying the area subject to this section, for security clearance and access to confidential information under the ownership and control of the tenant, to perform all plan review, inspection and permitting duties (“permitting”) required by city regulations or mandated by the national codes established by chapter 22 in this Code of Ordinances and all local amendments thereto. The employee will be mutually agreed upon by airport tenant and city. All permitting shall occur on the airport premises; all documents reviewed shall remain the sole property of and shall remain in the exclusive possession of the airport tenant or its customers, as the case may be. To the extent permitted by state or federal law, all documents reviewed shall be reviewed and handled by the city employee in a manner that will preserve and maintain the confidentiality of such information.
(b) 
An annual permitting fee in an amount of $500,000.00 is hereby established, which fee is hereby determined to be an amount that is anticipated to be reasonably necessary to recoup the cumulative total of administrative expenses incurred throughout the year by the city in performing permitting duties at the airport. This fee shall be in lieu of all other applicable permitting fees established by chapter 22. The annual permitting fee shall be reduced by any other fees or charges levied upon the tenant by the city for approving, monitoring, inspecting or otherwise overseeing construction, repair, and maintenance work on the premises, if any, and any applicable impact fees.
