No person upon roller skates or riding in or by means of any
coaster, toy vehicle, or similar device shall go upon any roadway
except while crossing a street on a crosswalk, and when so crossing
such person shall be granted all the rights and shall be subject to
all of the duties applicable to pedestrians.

No person shall ride or operate a bicycle, skateboard, roller
skates, roller blades, or other similar conveyance on the following
public sidewalks, walkways, or curbs:
(1) From Pickett Street beginning at the west side of the intersection
of King Street to the east side of the intersection of Bois D’Arc
Street;
(2) From Washington Street and Lee Street beginning at the west side
of their intersection of Wright Street to the east side of their intersection
of Bois D’Arc Street;
(3) From Jordan Street beginning at the west side of the intersection
of Oak Street to the east side of the intersection of Gordon Street;
(4) Wright Street from the south side of the intersection of Washington
Street to the north side of the intersection of Henry Street;
(5) King Street from the south side of the intersection of Pickett Street
to the north side of the intersection of Blades Street;
(6) Oak Street and Gordon Street from the south side of their intersection
of Pickett Street to the north side of their intersection of Jordan
Street;
(7) Moore Street from the south side of the intersection of Pickett Street
to the north side of the intersection of Washington Street;
(8) Wesley Street, St. John Street, Stonewall Street and Stuart Street
from the south side of their intersection of Crockett Street to the
north side of their intersection of Jordan Street;
(9) Johnson Street from the south side of the intersection of Crockett
Street to the north side of the intersection of Henry Street; and
(10) All public parking lots within the Central Area zoning district.

Every person operating a bicycle upon a roadway shall be subject
to the provisions of the traffic regulations of the city applicable
to the driver of a vehicle except as to special regulations in this
division and except as to those provisions which by their nature can
have no application.

Any person who rides a bicycle at nighttime shall be equipped
with a lamp on the front which shall emit a white light visible from
a distance of at least five hundred feet (500') to the front and with
a red reflector on the rear which shall be visible from all distances
from fifty feet (50') to three hundred feet (300') to the rear. A
lamp emitting a red light visible from a distance of five hundred
feet (500') to the rear may be used in addition to the red reflector.
Each bicycle shall also be equipped with brakes.
