Monthly collection and disposal charges for all residences business, commercial and industrial establishments for solid waste collection and disposal services shall be as provided for in section A20.11.121 of the fee schedule in appendix A to this code.

(a) 
The charges for solid waste collection and disposal service shall be billed monthly with charges for the sewer, water, and electric service provided by the city. Any such charge for solid waste collection and disposal service shall be shown on bills issued by the utilities office.
(b) 
Any payment or portion thereof made to the city for any such sewer, water, or electric service shall first be applied to any charge hereunder for solid waste collection and disposal service provided for herein.
(c) 
The city shall retain five percent (5%) of the total rates charged for any service billed by the city under the provisions of this article.

(a) 
All charges for solid waste collection and disposal service shall become delinquent on the same date that the charges for sewer, water, and electric service become delinquent.
(b) 
Failure to pay all such solid waste collection and disposal service charges when delinquent shall be and constitute sufficient and reasonable grounds to terminate electric or water service to all residential units receiving electric or water service on the delinquent utility account.
(c) 
Should payment for solid waste collection and disposal service be delinquent, said delinquency shall be treated in the same manner as set out in section 20.03.002 of this chapter.
