This ordinance shall be known and may be cited as the "Greenville Zoning Ordinance," except as it may be referred to herein as the "Ordinance".

1-2.1 
This Ordinance is hereby enacted and shall be the zoning ordinance for Greenville, Texas.
1-2.2 
All ordinances, or parts of ordinances, inconsistent or in conflict with the provisions of this Ordinance are hereby repealed to the extent of such inconsistency or conflict.
1-2.3 
The repeal of any ordinance does not revive any other ordinance, or portion thereof, repealed by said ordinance.
1-2.4 
Such repeals shall neither affect nor prevent the prosecution or punishment of any person for the violation of any resolution repealed thereby, for an offense committed prior to repeal.

1-3.1 
The zoning districts and regulations herein have been established in accordance with a comprehensive plan.
1-3.2 
The purpose of this Ordinance is to promote the health, safety, community-accepted standard of morals, and general welfare of the residents of Greenville through the stated regulations of this Ordinance, with a view toward conserving the value of buildings and encouraging the most appropriate use of land throughout the city.
1-3.3 
These regulations shall be the minimum requirements for administration, enforcement, procedures, restrictions, standards, uses, variances, and all other areas addressed by this Ordinance.

1-4.1 
Where a conflict exists between any limitation or requirement in this Ordinance and any applicable limitation or requirement contained elsewhere in this Ordinance, the more restrictive limitation or requirement shall prevail.
1-4.2 
Where a conflict exists between the provisions of this Ordinance and any other ordinance, rule or regulation of the City of Greenville, the provisions of this Ordinance shall control.

This Ordinance shall apply to all land located within the corporate boundaries of the City of Greenville.

1-6.1 
This Ordinance and the portions thereof are adopted pursuant to one or more of the following authorities: Articles 211, 801, 827, 961, 977, 991, 995, 996, 997, 1011, 1015, 1067, 1071, 1105, 1143, 1175, 1176, 4425, 4477, 5221, 6243, 6698, 6701, 6710, Vernon’s Texas Civil Statutes and Articles 2.05, 3.05, 5.05, 6.02, Vernon’s Annotated Texas Statutes, Election Code.
1-6.2 
This Ordinance may be amended from time to time in accordance with the provisions of this Ordinance as required or allowed by subsequent legislative enactments.

1-7.1 
No building, premises, or structure shall be constructed, erected, modified, converted, occupied, placed, maintained, or moved, and no land use shall be commenced, maintained, or modified except as specifically, or by necessary implication, authorized by this Ordinance.
1-7.2 
Except as herein provided, no applicable permit shall be issued or granted that does not conform to the requirements of this Ordinance.
1-7.3 
For development which has received any form of approval prior to the effective date of this Ordinance, this Ordinance shall not apply to that development to the extent that compliance with this Ordinance would require substantial changes in that approval already granted.
1-7.4 
Nothing contained in this Ordinance shall require any change in the plans, construction or designated use of a building actually under construction at the time of the passage of this Ordinance and which entire building shall be completed within one year from the date of passage of this Ordinance.

1-8.1 
If any section, paragraph, clause, subsection, phrase or provision of this Ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this Ordinance as a whole or any part or provision thereof other than the part so decided to be invalid or unconstitutional.
1-8.2 
If any section, sentence, clause, phrase, or word of this Ordinance be held invalid or unconstitutional in its application to a particular case, such decision shall not affect or prejudice its application to other cases.
1-8.3 
There shall be a conclusive presumption when an administrative officer or board authorizes regulatory action, that such officer or board would not have authorized such action except in the belief that such action was lawful.

1-9.1 
The requirements of this Ordinance are cumulative, and all requirements for development must be complied with prior to development.
1-9.3 
In cases of mixed occupancy, the regulations for each use shall apply to that portion of the structure or land so used.
1-9.4 
The applicable governing authority may approve any part of an application, approve other parts in stages, and/or deny other parts.
