From and after the effective date of this article, the fees
and charges located in the fee schedule in the appendix of this code
shall be collected on behalf of the town for the listed permits or
services to cover the town's cost where such services are required
for permit issuance, plan review, investigation, inspection, reinspection
and approval or on request.
