A vicious animal, as defined in Article 2.100 of this chapter, shall not be allowed in the town limits. Any vicious animal found in the town shall be removed immediately by order of the local health authority. If the owner of the vicious animal fails to remove such animal, the local health authority may have such animal impounded and/or destroyed.
