(a) 
The city manager or his designated representative may:
(1) 
Periodically sell the city’s surplus or salvage property by competitive bid or auction.
(A) 
Salvage property means city property, other than items routinely discarded as waste, which because of use, time, accident, or any other cause is so worn, damaged, or obsolete that it has little or no value for the purpose for which it was originally intended.
(B) 
Surplus property means city property that is not salvage property or items routinely discarded as waste, is not currently needed by the city, is not required for the city’s foreseeable needs, and possesses some usefulness for the purpose for which it was intended.
(2) 
Offer the property as a trade-in for new property of the same general type if the city manager considers that action to be in the best interests of the city.
(3) 
Order any of the property to be destroyed or otherwise disposed of as worthless if the city manager undertakes to sell property under subsection (1) above and is unable to do so because no bids are received.
(b) 
Surplus or salvage property may not be disposed of in any other fashion unless specifically authorized by the city council.
(c) 
This article does not apply to the disposal of abandoned or impounded property for which state law sets forth specific procedures.
(d) 
The city manager may sell the city’s surplus or salvage property directly to other governmental entities (local, state or federal) without having to follow the provisions of section 2.06.002 (advertisement requirement) of this article.

(a) 
The city manager or his designee shall advertise the sale of surplus or salvage property either on its website, in the local newspaper, through use of the internet, or use any other means available.
(b) 
All advertisements must be posted on or after the 30th day but before the 10th day before the date of the sale.

The city manager or his designee conducting the sale may reject any offer to purchase surplus or salvage property if he finds the rejection to be in the best interests of the city.

The city manager or his designee shall keep a record of each item of surplus or salvage property sold, the sale price of each item, or each item destroyed, and adjustments will be made accordingly to the city’s inventory.

If a purchaser of surplus or salvage property at a sale held in accordance with this article complies in good faith with the conditions of the sale and the applicable rules, the purchaser shall obtain good title to the property.
