(a) Permit required.
It shall be unlawful for any person
(the word “person” to apply to corporations, partnerships,
associations, firms and companies as well as individuals) to impede
the free drainage of surface water along the rights-of-way of any
street in the city without obtaining a permit from the public works
director of the city.
(b) Penalty.
Any person who shall violate any of the provisions
of this section or should fail to comply therewith, or with any of
the requirements thereof, shall be deemed guilty of a misdemeanor,
and upon conviction thereof shall be fined not more than one hundred
dollars, and each day any such violation shall continue shall constitute
a separate offense.
