While the operation of city parks and recreational facilities is the responsibility of the director of parks and recreation, the parks and recreation committee shall act in an advisory capacity to the city council and to the director of parks and recreation to recommend the establishment of facilities and programs, including the acquisition and development or improvement of land or lots earmarked for parks and recreational purposes, which meet the recreational needs of the citizens of the city.

(a) 
The committee shall consist of seven (7) members.
(b) 
The members are to be nominated by the mayor and confirmed by the city council in accordance with the requirements established in the city’s charter.
(c) 
Eligibility for membership on the commission is as specified in the charter.
(d) 
The mayor in consultation with the council liaison for this commission shall designate a member to serve in the capacity of chair.

Make recommendations to city council related to long-range goals of the park system, expenditures from the “parkland fund,” and any other matter that significantly changes the annual plan for recreational programming.

The committee shall act in an advisory capacity to the city council and to the director in establishing long-range goals for the parks system, in developing capital improvements programs, and in formulating recommendations for expenditures from the “parkland fund” in accordance with section 28.05.003 of this code. Proposals which significantly change the annual plan for recreational facilities and programming and all decisions requiring city council approval shall be accompanied by a recommendation from the parks and recreation committee and the director of parks and recreation.

The term of office shall run concurrently with the term of the mayor. Vacancies shall be filled in the same manner as appointment.

The committee shall meet at least quarterly in a public forum, and may adopt such other rules and regulations for the conduct of its business as are necessary and convenient. At the request of the director of parks and recreation, or as deemed necessary by the committee chair, sub-committees shall be established to address particular areas of concern or interest.

A majority of the membership shall constitute a quorum for the purpose of transacting business. Action by the committee shall be by a majority vote.

A committee member may be removed pursuant to section 7.01 of the city charter.
