(a)
An owner may make minor improvements
and repairs on any structure without a permit provided there is no
structural, electrical, mechanical or plumbing system alteration.
(b)
Work requiring a permit includes
but is not limited to:

Additions such as screened-in porches,
sunrooms, basement finish-outs, carports or garage conversions, outdoor
living areas, swimming pools, boat docks, patios, deck enclosures;
(3)
Alterations such as new siding or
siding replacement, driveway replacement, flatwork, retaining walls,
framing modifications;
(5)
Decks exceeding 200 square feet in
area, attached to the main home and constructed more than 30-inches
above the natural grade;
(6)
New fence, fence extensions or fence
replacement that alters the placement or design of the fence.

Roof replacement or alteration that
alters the design, material or slope of the roof.

The following codes, including all
appendices unless otherwise noted, are hereby adopted by this article
and made a part hereof as though fully recited herein to the extent
that same are consistent with this article. These codes are promulgated
by the International Code Council. Where a discrepancy arises between
a code provision and this article, the code provision in this article
rules.

(a)
The city council shall establish fees to cover the cost of applications, inspections and other expenses incurred by the city in the administration of this article. See the city fee schedule found in appendix
A of the Code of Ordinances.
(b)
Where work for which a permit is required by this article is commenced prior to obtaining a required permit, the fees specified in the fee schedule found in appendix
A of the Code of Ordinances, other than inspection fees, shall be doubled. The payment of such doubled fee shall not relieve any persons from fully complying with the requirements of this article in the execution of the work nor from any other penalties prescribed herein.
