(a) 
All construction or work for which a permit is required shall be subject to inspection by the code official or authorized designee.
(b) 
Applications for a certificate of occupancy (C.O.) and/or certificate of completion (C.C.) (temporary or final) must be scheduled with BDS at least seven (7) business days in advance of the requested occupancy date.

No work requiring a building permit shall be commenced until the permit holder or his agent shall have posted a building permit in a conspicuous place on the front of the primary structure or where it is clearly visible from the right-of-way. This permit shall be maintained in such position by the permit holder until the final C.O./C.C. has been issued or the project has otherwise been deemed complete.

No work shall be done on any part of the building or structure beyond the point authorized in each successive inspection without first obtaining the written approval of the code official or authorized designee. Such written approval shall be given only after an inspection shall have been made of each successive step in the construction as indicated by each of the required inspections.

(a) 
Generally.
Inspections are required for building projects within the city. Upon completion of the project and after all inspections have been satisfactorily completed, a final C.O./C.C. will be issued for new or major remodeling projects, certifying that the structure has been inspected and meets the prescribed construction codes.
(b) 
Request for inspection.
It is the property owner’s responsibility or their authorized representative to request all inspections.

(a) 
Certificate of occupancy.
No building or structure shall be occupied, and no change in the existing occupancy identification or classifications of a building or structure or portion thereof shall be made, until the code official or authorized designee has issued a C.O./C.C. (temporary or final) as provided herein. Furniture, boxes, etc., may not be placed inside the building or structure prior to obtaining a C.O./C.C. (temporary or final).
(1) 
Temporary certificate of occupancy.
(A) 
The code official or authorized designee performs C.O. inspections. In special cases, should there be minor items needing completion or correction, as indicated on the final building inspection report, and a landscaping plan has been submitted, approved and installed, for approval, the code official or authorized designee may approve a temporary certificate of occupancy. The applicant must provide proof that the final plumbing and septic system inspections have passed, and that final inspections have passed from any other regulatory agency which issued a permit for the project.
(B) 
Exceptions for incomplete landscaping may be granted by the code official or authorized designee due to inclement weather.
(C) 
Temporary certificates of occupancy may not be issued prior to the city engineer’s issuance of a certificate of acceptance for any site work or subdivision improvements associated with the project.
(D) 
A temporary C.O. provides the applicant with 30 days in which to complete the outstanding requirements and will give the owners the opportunity to move into the building while the corrections are being made.
(E) 
A temporary C.O. may be extended by the code official or authorized designee up to six (6) months if the property is only furnished but not occupied.
(2) 
Final certificate of occupancy.
C.O. inspections are performed by the code official or authorized designee.
(A) 
If work is done to an existing structure, the applicant is responsible for returning the structure to the existing or better condition after the work has been completed (including repairing any holes in the wall or ceiling created during renovations). These repairs must be performed prior to project completion and/or prior to final inspection (if applicable).

Certificates of completion.
(1) 
Temporary certificates of completion.
A temporary C.C. is required for those nonresidential projects involving remodeling, additions, alterations, or finish-out. The applicant must provide proof that the final plumbing and septic system inspections have been passed, that final inspections have been passed from any other regulatory agency which issued a permit for the project, and a landscaping plan has been submitted, approved and installed, if applicable.
(2) 
Final certificate of completion.
C.C. inspections are performed by the code official or authorized designee.
