(a)
This section contains the electrical
and mechanical codes for the city. The purpose and intent of this
section is to provide certain minimum standards, provisions and requirements
for suitable design, materials and methods of installation, construction,
alteration, maintenance or repair of electrical and mechanical systems
and to safeguard persons and property from hazards which may arise
from the use of electricity or heating, ventilating, cooling, refrigeration
systems, incinerators and other miscellaneous heat-producing appliances.

No additional overhead wiring shall
be allowed without specific approval of the code official or authorized
designee.

(a)
Residential.
The city may authorize the installation of only dark sky friendly lighting with exceptions noted in section
24.04.001(c).
(b)
Commercial and multifamily.
Refer to the city’s development
ordinance for specific requirements.
(c)
Exterior equipment.
(1)
Air-conditioning compressors, heat
pumps, fuel storage tanks, freestanding electrical equipment, rain
collection barrels and equipment, and other similar equipment shall
be screened from view and shall not be located within any building
setback area or public utility easement.
(2)
Propane tanks must be located at
least ten (10) feet from property lines and ten (10) feet from structures.
(3)
Window and wall air-conditioning
units are not permitted.
(4)
Commercial and multifamily freestanding
electric and communications facilities will be fenced to screen from
view.
(5)
Rooftop air-conditioning units are
prohibited on residential structures.
(6)
Each dwelling shall have concealed
solid waste containers which must be inaccessible to dogs and other
animals and which must not be visible from a public street or adjoining
properties.
(7)
Commercial buildings or multifamily
developments shall have completely screened commercial solid waste
containers. The containers must be placed on concrete slabs and must
be accessible without obstructing traffic flow, parking spaces, driveways,
or fire lanes. Gates must be kept closed at all times.
(d)
Solar systems.
No roof-mounted solar panels will exceed
the maximum approved roof ridge line height. Ground-mounted solar
panels will not be located within building setbacks or public utility
easements. All ground-mounted solar panels must be adequately screened
from view from public streets and adjoining properties. Solar panels
will not be reflective. Exposed solar piping or conduit on roofs is
prohibited.
(e)
Antennas.
(1)
No radio or television antennas of
any type shall be constructed or installed in the city. In no case
shall such devices be constructed within any building setback or public
utility easement.
(2)
Exception: Dishes less than 20 inches
in diameter (residential) or 36 inches in diameter (commercial) and
attached to the main structure.
(f)
Wind turbines.
Wind turbines of any kind are prohibited.
(g)
Dark skies principles. All exterior lights and sign illumination shall be designed, located,
installed and directed in such a manner as to:
(1)
Provide no more than the appropriate
amount of lighting and at the appropriate times.
(2)
Minimize glare, light pollution and
eliminate light trespass.
(3)
Shield all lamps within any luminaire
from direct view from any other property.
(4)
Employ gradual, even distribution
of light while minimizing sharp contrasts between lit areas and the
darker surroundings.
(5)
Include controls which allow the
lighting to be dimmed either automatically or manually.
(6)
Have a color temperature less than
3,000° Kelvin.
